The National Firearm Safety Initiative (NFSI) believes that to stop this cycle, we must first secure Canada itself home by home with innovation that prevents tragedy before it starts.

That vision is now a reality through the Safe Homes Access Program (SHAP), a first-in-the-world public-safety model that blends cutting-edge technology, affordability, and inclusion to make firearm safety accessible to all Canadians regardless of income.

Smart Protection for a Safer Canada

At the heart of SHAP is the ARUD (Arms Recovery Unit Device) a compact, tamper-aware security module that transforms ordinary firearm storage into intelligent protection.

The ARUD detects unauthorized access, movement, or tampering, and instantly sends secure alerts to the owner’s smartphone. It logs GPS location, captures visual evidence, and can notify family members or law enforcement when theft occurs.

This is the future of firearm safety not just storage, but active protection.

Making Security Accessible to Every Family

Through SHAP, Canadian households can apply receive an ARUD unit and one year of IoT connectivity at a subsidized cost, scaled by household income:

Subsidy Level: $0 – $45,000 Possible subsidies up to 75%, $45,001 – $65,000 Possible subsidies up to 50%, $65,001 – $80,000 Possible subsidies up to

25%, $80,001 + Not Subsidized, MSRP $349.00

Each device includes one full year of IoT data coverage at no cost, ensuring continuous protection and real-time notifications nationwide.

Why Canada Must Lead and Why the Federal Government Must Invest

1. Preventing Theft and Illegal Trafficking
Each ARUD-protected firearm dramatically lowers the risk of theft and illicit resale. If adopted broadly, SHAP could reduce Canada’s pool of stolen firearms the same weapons that often cross south into the U.S. or return north through smuggling channels.

2. Reducing Tragedies at Home
Early detection and instant alerts can prevent accidental shootings, suicides, and unauthorized use saving countless lives and millions in public-safety and healthcare costs.

4. A Continental Strategy
Once Canada secures itself, we can invite the U.S. authorities to adopt the SHAP model, thus creating a cross-border defense against smuggling of stolen and unauthorized firearms a joint technological barrier to criminal trafficking that no policy alone could achieve.

A Call for Federal Sponsorship and Subsidy Partnership

The NFSI is calling upon the Government of Canada, including Public Safety Canada, Innovation, Science and Economic Development Canada (ISED), and provincial public-safety ministries, to partner in this groundbreaking initiative by:

  1. Sponsoring SHAP’s National Rollout, Co-funding ARUD device subsidies for low and moderate income Canadians.

  2. Supporting Community Distribution, enabling local police, fire departments, and safety organizations to distribute ARUDs in high-risk regions.

  3. Recognizing ARUD as a National Safety Standard , establishing a certification category under the Firearms Act for “Active Unauthorized-Access Detection Devices.”

  4. Expanding Federal Grants and Tax Incentives, encouraging manufacturers, insurers, and telecom partners to participate in making SHAP a permanent public-safety infrastructure.

With federal partnership, SHAP could deliver 2,430,000 protected homes within three years  a transformative leap in Canada’s domestic security posture.
